The passage of the 1964 Civil Rights Act, which outlawed discrimination against Black Americans, and the 1965 passage of the Medicare, Medicaid Acts, which prohibited federal funds from being dispensed to segregated hospitals, were major incentives to include minorities at all levels of medical training and delivery. Acknowledging these historic events, the AAPA created the Minority Affairs Committee (MAC).
