On Wednesday, June 21, 2023, Congressman Donald M. Payne, Jr. (D-NJ), alongside Congressmen Ruben Gallego (D-AZ), Jeff Van Drew (R-NJ), and Chris Smith (R-NJ), hosted a press conference to reintroduce the Amputation Reduction and Compassion (“ARC”) Act. The American Diabetes Association, APAC, and the Amputation Prevention Alliance proudly support the ARC Act.
The legislation seeks to reduce the rates of unnecessary, diabetes-related amputations that take place every year in the United States. Specifically, this legislation would:
Create a periphery artery disease (PAD) education program aimed at primary care professionals;
Establish coverage for PAD screening services of at-risk beneficiaries in Medicare and Medicaid;
Require the development of quality metrics to prevent amputations; and
Develop a pilot program to support major amputation prevention, including through patient risk modification and management, early screening and detection, surveillance, testing, and treatment for PAD and other conditions that can lead to an amputation.
The ADA encourages everyone to amplify and uplift the message and mission of the ARC Act.

Low-cost, routine testing may help to reduce disparities and health care costs for people with peripheral artery disease (PAD), according to a new scientific statement from the American Heart Association, published in the Association's flagship peer-reviewed journal Circulation.
